In Focus Plus, yes. Open the Pricing cards module: Styles > Background > Background color sets the background of all cards, and Styles > Link > Color > Custom hover color sets the link hover color inside them. The highlighted card has its own set under Pricing cards > Badge options, including Card background color and Card link hover color. These settings apply to that module instance; click Publish to apply.
In the free Focus theme, the Pricing cards module has no styling options; the highlighted card follows your theme's body colors, and link and button hover colors come from Global theme styles. Styling options for this module, like for all other modules, are available in Focus Plus.
