Yes, HubSpot's own content editor already covers this. On phones and tablets the columns of a row stack top to bottom in the order they appear on desktop; to show a different order on phones, build the row a second time in the mobile order, then hide the original row on mobile and the new row on desktop. The editor's per-device visibility options let you hide any module or section on mobile or on desktop, so each device shows only its own version.
