You cannot create columns directly in the footer inside the footer module, but you can select a proper layout according to your needs.
To do this, open the footer module in the global content editor by clicking on it. From there, choose a layout via Website Footer > Layout. You can also add your menu items by navigating to Website Footer > Menus.
