Can I use a different header and footer for one section of my site?

Yes, and for the header no child theme is needed. In Focus Plus, add the Page settings module to the page and set Header visibility to Hidden. Then add a Website header module to the top of the page with its own logo and menu. To reuse it on the other pages of that section, save the header row as a section template and insert it on each page, or clone a finished page.

The footer has no visibility switch, so a second footer with a different logo or menus needs a child theme: clone the page templates you use for that section and point their footer block to a copy of the footer partial. The copy becomes a second global footer that is edited in the global content editor like the original. If both sections only differ in the menu of the footer, it is simpler to keep one footer and use a menu that contains both sections.
