Yes. Global sections are a HubSpot feature, and they work with every module of the theme. Build the section on a page as usual, then hover over it in the page editor, open the section menu and choose Make section global. The section is saved as global content and can be added to other pages, blog listing pages and blog post templates that use a drag-and-drop area; editing it in one place updates it everywhere it is used, after Apply changes and Publish to X assets.
The header and footer of the theme are already global, so you do not need a global section for them.
