The footer background is a theme setting, so it applies to every page. Open any page in the page editor and click Global theme styles in the left panel, then go to Footer colors > Container and change Container background.
If you choose a light background, also check the colors under Footer colors > Text and Footer colors > Menus so the footer text and menu items stay readable. Click Publish changes at the top right when you are done.
